Ein Stauwehr sorgt für rote Köpfe

Dieses Wehr aus dem Jahr 1906 soll zurückgebaut werden. Die Ursache dazu liegt wohl im so genannten Grimsel-Dialog. Beim Grimsel-Dialog handelt es sich um die Realisierung von drei grossen Projekten im Gebiet Grimsel (Speicherprojekte Trift, Vergrösserung Grimsel See und Vergrösserung Oberaar See) mit einem umfassenden Paket von Ausgleichsmassnahmen. In Rahmen von diesem Grimsel-Dialog haben sich der Kanton Bern, die Kraftwerke Oberhasli (KWO) und mehrere Umweltverbände auf ein umfassendes Paket von Ausgleichsmassnahmen geeinigt.

Das dumme an der ganzen Sache ist, dass die von den Ausgleichsmassnahmen betroffenen Gemeinden nicht oder nur unvollständig informiert wurden. Zum Beispiel musste der Gemeinderat von Wimmis über den Rückbau des Simmenwehrs mitte Dezember 2025 über die Medien erfahren. Das dieses Vorgehen für rote Köpfe sorgt erstaunt mich nicht. Auf Stufe Bund, Kanton und Umweltverbände wurden Entscheide gefällt ohne die betroffenen Gemeinden miteinzubeziehen. Ob mit Absicht oder nicht, das sei einmal anhin gestellt. Die Folgen davon sind im Moment noch nicht absehbar. Einfacher, schneller und kostengünstiger wird’s aber definitiv nicht.

 

A dam causes heated debate

This dam, built in 1906, is set to be dismantled. The reason for this is likely to be the so-called Grimsel Dialogue. The Grimsel Dialogue concerns the implementation of three major projects in the Grimsel area (the Trift reservoir project, the expansion of Lake Grimsel and the expansion of Lake Oberaar) alongside a comprehensive package of compensatory measures. As part of this Grimsel Dialogue, the Canton of Bern, Kraftwerke Oberhasli (KWO) and several environmental organisations have agreed on a comprehensive package of compensatory measures.

The problem with the whole affair is that the municipalities affected by the compensatory measures were either not informed at all or only partially informed. For example, the Wimmis Municipal Council had to learn about the dismantling of the Simmen weir in mid-December 2025 through the media. It does not surprise me that this approach is causing a stir. Decisions were made at federal, cantonal and environmental organisation level without involving the affected municipalities. Whether this was intentional or not is a matter for another time. The consequences of this are not yet foreseeable. But it will certainly not make things any simpler, quicker or cheaper.
